Unfortunately, it’s pretty common for bank reps to be wrong. Take everything they tell you with a grain of salt.

I will tell you from experience, 90% of the reps have no idea what they’re talking about. I’ve been told: You can’t get the card if you ever had a sapphire in the past 48 mos. So if you product change, you have to wait 48mos. (Wrong) You can apply online and annual fee waived from card services. (Wrong) You have to wait 24 mos after product change (Wrong). Schedule an appointment in branch and see if the offer pops up on their end. If not ask if they can create a new profile for you and apply. Worst case apply thru the app.

The wait time is 48 months. I don't believe there is an eligibility pop-up on the CSP, or at least I have never heard of anyone getting such a pop-up. Most DPs seem to suggest that if you're ineligible for the bonus you'd be denied the card.

Pretty sure DPs suggest denial (or app cancellation) with no HP, although I personally wouldn’t risk the HP possibility when <48 months.

I agree, though I have also seen a recent DP with a hard pull. Given that there is zero chance of getting the SUB if it had not been 48 months, I don't see any reason to try.

I had a “you’re already approved! 100,000 bonus points, our best offer ever! You’re already approved for the Chase Sapphire Preferred. Earn 100,000 bonus points, worth $1,250 toward travel redeemed through chase ultimate rewards.” Section in my app show up for a little bit after I applied in branch (and credit was pulled). I wouldn’t trust the rep at all especially if she was hesitant!
