Aramaic was the *lingua franca* of the time, so while a lot of Jewish people at the time spoke both, [not all did](https://www.biblegateway.com/passage/?search=2+Kings+18%3A26&version=NASB). The languages are close enough that a person who understands one language could pick up like 50% of what is said is the other.
