First, is the garage included in your lease? That is, are you renting the entire premises? Is there any kind of carveout in your lease?
Yes the entire property. No where does it say I don’t have access to certain places in the house, no additional terms or amendments.
Then he can't retroactively say the garage isn't yours. File an application at the LTB that your landlord is unreasonably interfering in your tenancy.

If it isn’t too late, take pictures of the space in the basement before the furniture is moved into it, and take before and after pictures of the furniture in the garage, both from multiple angles. They will be helpful as evidence for any hearing over the matter.
LOL. I love how landlords run a business without understanding the regulatory framework under which they operate.
I'd talk to LTB and fill out T2 and T3 to present to the landlord - say "I'm ready to file these on date X if you don't remove your stuff \[list the items\], with proper notice to enter - my home is not your storage unit".
T2: perhaps the landlord entered the unit without proper notice and has impacted your reasonable enjoyment by cluttering the place up?
T3: Landlord withdraws use of the basement ("it's his") and you want a rent reduction
I know! It’s insane. I can’t believe he looked me in the eye and told me the basement is his. I guess he’s used to pushing tenants around. Picked the wrong guy this time.
The LTB is the governing body in Ontario for renter's and landlords.
Give them a call, make sure to have your lease agreement with you.
If they determine that your landlord is in the wrong, they will enforce the proper rules that he must follow.
Plus, this will get the paper trail going incase he tries something else.
Might still want to look for other places to rent though.
