A little bit of cooked pasta should be fine! It's basically wheat and maybe a bit of egg, right? Both are generally quite good for them (egg in moderation though-- too much can be bad but a little is great for protein).
I've done a quick search too and [cockatielcottage.net](https://cockatielcottage.net) and various other sites like Parrot Funhouse say that basil is safe. As you put it, "occasional" is the key word here.
That said, however, do you have any other ingredients in the sauce? If there's anything like salt or cream or too much olive oil then I would probably avoid giving it to him. (Sorry I'm not Italian or European or American so I don't know what else goes in a good pesto!)
If you want to err on the side of caution, you can always just pass him/her some cooked pasta before you add in the basil sauce? Then you can be 100% sure that it'll be safe. Or maybe you could feed him/her pasta with a bit of raw basil on it.
