The Berlin fork was never meant to impact gas prices except for certain specific things. https://www.coindesk.com/berlin-hard-fork-is-now-live-on-ethereum
well EIP-2565 was proposed in berlin, EIP-2565, which reduces gas cost for a specific transaction type that uses modular exponentiation according to here [https://www.coindesk.com/berlin-hard-fork-is-now-live-on-ethereum](https://www.coindesk.com/berlin-hard-fork-is-now-live-on-ethereum)i would have assumed these specific transactions would be those transactions specific to the big gas guzzlers
Well, look at gas prices since the 24th. Much more stable.
I use this gas rice chart as a reference:

Gwei has been below 100 most of the week. Pretty low compared to the past 2-3 months
Gas fees will still be high if the network is congested.

Afaik the Berlin fork just reduces guessing as to the gas amount. That wouldn't actually reduce the cost at all though.
That's London.
